Why won't my laptop load past the welcome screen?

When I turn on my laptop it goes to the black screen with a bar at the bottom to show that it’s loading. But it goes on forever and the windows logo never shows up like it’s supposed to. My laptop seemed fine but now it doesn’t work. Is there an easy way to fix this without going to a place to repair it? Also if I did, how much would it cost if I didn’t have insurance/warranty?
