How do you go about getting working papers for a child model?

My daughter is two years old and she loves posing for pictures and being center attention. We decided to sign her up with a modeling agency after we were told that she was “very marketable”.

Anyway, I’m pretty sure she can’t get a role without having working papers. How do I get them?

P.s.- Any money she makes is to go towards her college or a car. I’m a single parent and a college student, myself… and I only work at a grocery store part time at the moment so I can’t afford everything that she deserves to have.
