What does it mean when christmas lights have 3 way flashing?

Im looking into purchasing some new christmas lights this year. I have found some twinkling icicle lights that say they have 3-way flashing. Does that mean that an individual bulb doesnt twinkle like the ones I have seen before, but rather a whole strand or section of strands flashes?
