How do you achieve a "dewy" cosmetic look?

My face used to be quite balanced and now it is dry…as in very dry. I often see people who have that fresh “dewy” look…and no, they are not in their 20s! What foundations/moisturizers/underbases/highlighters give one this look? Any ideas?

My skin has always been great…until the last few years when it began to turn dry. I once tried one of those mineral foundations (in a powder) and it just highlighted creases.

I do exfoliate and use moisturizers, but it still is still a bit dull. I would like a bit more luminosity.

I think that the correct moisturizer and foundation is important. Do you have recommendations for good foundations that have this sort of dewy finish?
