How do you fix a very damaged buttonhole?

I have just received a vintage skirt and the buttonhole on the waistband is very frayed. The main problem is that the fabric is quite worn. I want to repair this skirt, but I don’t want to cause any more damage. Is there something I can use to reinforce it?
