Do the schools teach "Debating" (in English or any language) in your region?...

I mean aren’t the rules of debating:
-focus on tackling the point with a counterpoint, and never attack the person you are debating.
-admit when see the other person’s facts, or point of view (EDIT:or conclusion are accurate)
Do you think schools should have it, if they don’t?
There is no reason to call people names, but people do when they run out of things to say.
