Can a Internet jobsearch site charge me if I give them my cellphone number?

Right now I searching for a job and the Internet sites that advertise local job listings require both a home and cell phone number. My cell phone is provided by my company and I am prohibited from releasing the number to anyone who is not business related. If I give them a home phone number why do they need a cell phone number as well?
