When you use the @user function to refer to the OP, why does it always take you to the top of the page?

Usually, the @user function takes you to the most recent quip by that user on the thread. However, when you are referencing the OP, it always takes you to the top rather than to his/her latest quip. Is this intentional? If so, why is it set up this way? I had assumed the purpose of that function was to aid in tracking individual discussions within the thread, but taking you to the top defeats that purpose. I’m clearly missing something…
