Who is the stupidest congressional representative?

Earlier this year, it would have to have been Hank Johnson, rep from Georgia 4.
In hearings, he told the USCOMPAC that he was concerned that adding military personnel to the island of Guam might make the island capsize.
But has anybody done anything since then that would relieve Hank of the distinction of stupidest rep?
