Help - how can I get the phone part of my iPhone to work again?

My iPhone is stuck on “Clear all Recents” in the Recent phone calls part. Clearing them doesn’t let me out of that screen, nor does turning off the iPhone and turning it on again. (The other parts of the phone work fine.) Should I do a reset? If so, how do I do it? Thanks!
