Are slow-moving popsicle trucks violating the law?

Just about every town and city has “the popsicle man”. He/she travels at about 5 miles an hour and can back up traffic for blocks. When you hear that repeated song over and over and over again, you know what’s coming. Your children beg for money for the ice cream man. Question: since popsicle trucks only travel at about 5 mph, when selling popsicles, do you believe the backlog of traffic these trucks cause is a violation of law by impeding traffic? Or, should we just continue to grin and bear it, as in the past?
