Internet Kill-switch : Can any democratic country legitimately have or use one?

Right now (and in recently past times) we are hearing reports of countries with oppressive Governments, turning off the internet!!
Can a really benevolent authority do this? And, isn’t the internet the legitimate Voice of the People?
