What would cause coarse, dark, long chest hair on a woman with no other masculine characteristics?

I know a girl who is otherwise very feminine, in her voice and build, but has 30 or so long, wiry black hairs between her breasts. My own search led me to hirsutism. She has acne, which is another symptom, but no other masculine traits. Could it be mild hirsutism?
