My mom has gone too far, what can I do?

She is neglecting her responsibilities. The dog has a massive cut on the inner part of her front leg. She is aware of the fact that my brother (16) is smoking pot and drinking. She is allowing him to smoke and actually giving him cigarettes. She hasn’t brought me to the dentist to deal with my rapidly deteriorating braces in 6–7 months. She hasn’t brought me to the eye doctor no matter how many times I tell her I’m literally going blind in my right eye. The only thing she pays attention to is her husband and her job. She got married to him even though she knew it would mean we have no health insurance. What can I do?
