How to remove dust under a camera lens?

I have a Panasonic Lumix DMC-ZS3 camera and I’ve noticed that there’s this sort of small feather looking dust under the first lens.
You wouldn’t notice the feather dust when your taking a picture indoors or low light sceneries but in direct sunlight kind of pictures and or recording a video you’d notice it and it’s quite bothering.

So is there a way to clean the dust out or something?
