How do people manage the sweltering heat wearing fall/spring clothing?

Next time you are in a public place (outdoors) notice the number of people not bothered by the heat. I’m referring to the non-religious people, and people ouside of work setting. Some people wear thick socks, sneakers, a light cardigan over a warm T-shirt, a in heat over 90 degrees and they don’t even notice it is warm. What is the secret? Is it in their genes? What is the medical explanation for it?
