How do I start looking neater?

Cleaner, tidier… etc. etc.
I think I may have watched a little too much TCM this summer, but I can’t stop thinking about how **IMPECCABLE* all those people looked.
Not that I’ve got terrible hygiene or anything like that, but I do admit my personal style does run along the grungy-vagrant-Juno side of things. That’s actually kind of standard among the college set (for the record: I’m 20 and female) but I think I’d like to look more.. put together. Not sloppy. Neat.
Any tips?
