Is it even possible to resolve an issue with the credit bureau?

My boyfriend went to check his yearly credit report. We put in his current address and we got the one from Experian just fine. When we tried with Equifax, it said that his address information was incorrect. He was told this when he applied for credit at a department store, so he knows he needs to get this settled.

So, he sent a letter explaining the issue to the address Equifax gave him when he tried to file a dispute on the contact information. He also included a copy of his driver’s license and social security card. Three weeks later, we get some generic response letter asking for the same things he sent them originally.

The mail thing obviously didn’t work, so he tried contacting them by phone. Apparently, their job is to make everything a million times more difficult than it should be, and he couldn’t get through to an actual human being.

He needs to get this fixed so he can apply for CareCredit to get some very expensive dental work done. How exactly do people get issues like this resolved?
