If a webmail provider asks you for your cellphone number do you give it?

Google? says something like “In case your account gets highjacked or you loose your password” it says.
Are 2 alternate email accounts not enough for that purpose?
And if it gets highjacked doesn’t it mean they are not good at their security?
And also won’t the cellphone number and the 2 alternate addresses get highjacked as well?
How about people who share a cellphone?
