I can't remember the author of a book I read. Can you help?

The book was written in the 1970’s. It was called Harvest of the sea, or harvesting the seas or something similar. It described how we could use the ocean for future civilization, how its resources could be broken down and re-used. It briefly covered various types of technologies used on the ocean. I think the author was a doctor of some kind.

In the book, the author fancied that by the year 1990 or something like that we would have cities underwater etc…

It was a very entertaining read. Non-Fiction, just old. Help!
