Other than as a result of crime or acts of God, are there really any victims?

Do victims simply become victims because they are not prepared to meet the challenges of existence? That is,they struggle to compete in life’s contest, and do poorly?
Or is there some external institution that creates victims, a sort of category, that only exists to satisfy a political agenda? And certain people decide to label themselves as victims in order to belong to something, anything, as long as they can join the victim club?
Do victims actually exist, or are they merely a manufactured political constituency?
