Windows/PC experts: Why is it not keeping my control panel adjustments?

The default setting on my laptop make it so the cursor moves around a little too slowly for my liking, so I increased the pointer speed by one hash mark and also checked the box for “Enhance Pointer Precision”.

I click “Apply” and then “OK” and the settings are applied.

But when I restart the computer, the settings are back to what they used to be and none of my changes are in effect any longer.

This does not happen on my other PC. I can change all the mouse settings I want and they will remain when restarting/shutting down the computer. But on this other computer, that is not the case.

So what the hell is going on here?
