How could a person feel safe making meth in back of a Walmart?

In Tulsa recently a woman stole lighter fluid and sulfuric acid , amongst other things, and set up a meth lab in the back of a Walmart. It took six hours before she was noticed and arrested while burning a policeman’s hand during the arrest with the chemicals right through his glove. She stated that she just “could not afford the ingredients” to make the meth so had to steal them. What could cause a person to have this lack of judgement?
