Why did this mother not have her daughter fastened in a seat belt?

On a rainy and foggy morning, I received a personal injury traffic accident on a state highway. This was a one car crash. When I arrived on the scene, the mother was alive, but her seven year old daughter was lying in a drainage ditch…..dead. The mother stated a dog ran out in front of her vehicle and she swerved to miss hitting the dog and hit a bridge abutment head-on. The mother was wearing her seat belt, but the daughter was not. The impact threw the daughter through the front windshield. The glass cut her from her neck down to her pubic area. She was dead.

Question: why would a mother fasten her seat belt, but not her daughters?
