My mouse is being recognized by my laptop, but it won't allow me to click on any icons. How do I fix this?

It’s like it’s hung up in startup mode.

Even in safe mode with networking, it won’t allow me to click on anything. So I can’t check whether a virus is the culprit or not.

I’m using a different computer to ask this question. I don’t receive any error messages when clicking on icons, it just won’t allow me to click on them.

Is there any way to fix this? I can boot into safe mode, just can’t click on anything in there either. I have completely shut off my laptop and rebooted several times, all with no difference.
