Should repo people be licensed and schooled in their own state?

We just had a fatality in my state, where a repo man attempted to repo an old pickup truck for an outstanding balance of $150.00. Truck owner attempted to flee, when repo man hit him headon with the repo wrecker and killed the truck owner. What a way to lose your life for $150.00! Question: should repo businesses be required to be licensed and its employees to go through law training of what they can and cannot do, while making a repossession? And, are repo people blantly violating the law?
