(possibly NSFW) What would cause red spots on hands from drug use?

Two different people that I know who use drugs both have a series of about 10 to 15 small red spots on the back of only their left hand, not their right hand.

I’m illiterate about this kind of thing, but what type of drug use would cause red spots on the back of hands? I can’t tell if they’re injections or burns.
