Is there a kind of paint or wallpaper for a bathroom that won't peel due to steam/moisture?

My parents keep having to re-do their bathroom every 2 years--no matter what kind of wallpaper or paint they use, it begins to peel after a year or so. The building's superintendent told them that if they take long hot showers the steam will ruin the paint. This doesn't make sense to me because I know a lot of people who take long hot showers and the paint doesn't come off their walls. Has anyone experienced similar problems and is there a steam-resistant paint out there that would do the trick?
