What electronic accessory item emits blue light at one end of it?

I’m not sure if it is one it just looks like it. It looks like a pen from a distance, it is metalic, cylindrical, and it was found on a freezing cold day in the snow. It was emitting blue light and it went off in the warmth. What is it? There is no on and off button.
