Car Accident - Other driver had no license/insurance?

A couple of nights ago, I was in a minor car accident. I was at fault, but the other driver did not have insurance, did not have a driver license, did not have plates on her car and did not have a child seat for her 5 yr old (should be in one until age 8 in CA). The officer did not give me a ticket, though he could have. And when he told me he wasn’t giving me a ticket, he also mentioned that he didn’t ticket the other driver because he felt bad that I had hit her car. At first, I was just grateful for not getting a ticket, but I am beginning to feel like I sold my soul. I am beginning to feel that I would have rather gotten a ticket rather than let her get away with endangering her child and putting other people’s financial well-being at risk. What is she is in another accident and it’s her fault? Imagine that poor person. What would you guys have done and what are your suggestions for me?
