In "Back to the Future 3", why did Doc. Brown not build an electric motor instead of trying this steam powered locomotive gamble?

The DeLorean still had the Fusion Generator to power the time machine, and it would not have been a problem to divert a small part of the generated electric power to an electric motor, which would have been easy for him to invent.
