Where do the sandbags go when the floodwater recedes?

I’m assuming the sand is dumped back where it came from?

Why aren’t the bags reused? Is it due to wear and tear? Is the contaminated water an issue on the bags? Are the bags recycled?

There is a lot of sandbagging going on here in the Midwest and these are my questions.
