Will I ever be able to tan?

This is a question really just out of curiosity – I am a natural redhead with a few freckles. I have never had a sun tan in my life. I could spend the whole day laying in the sun and would not tan… I just develop a TON of freckles (or turn bright red). I’m just wondering if I will ever be able to tan. My mother is similar in skin tone to me but she tans no problem! It would be nice to have a darker complexion during the summer. :)
