What in the world is the reasoning behind Deuteronomy 23:1?

I saw this on fb so I had to double check it. This is what it says:
Deuteronomy 23:1: “He that is wounded in the stones, or hath his privy member cut off, shall not enter into the congregation of the Lord.”
WHAT???? Why not???
