What animal(s) might be eating my marigolds?

I live in a small town in rural Indiana and have had a recent problem with something eating my marigolds. If you know what animal(s) it could be, would you know how to get rid of it/them? They are eating the tops and the plants, but not the roots. We don’t think it’s deer.
