What's the deal with all the copyright infringement on Etsy?

Etsy’s terms of service forbid any kind of copyright infringement pretty explicitly and offer tools to report infringement. Yet when I’m browsing, I see sellers all the time who have made hundreds or even thousands of sales of materials featuring licensed characters (i.e., Tardis t-shirts, Disney Princess phone cases and stickers, etc).
How are they able to do this? Or am I just missing something?
