Halloween costumes, did dad get out foxed?

(disclaimer) –This is not a personal incident of mine, I have no kids. The age of the daughter is only mentioned to bring perspective of the father in better view. This is not an indictment on bad parenting or not, or unruly teenagers, or not.

The facts:
Daughter 15ish chooses a sexy French maid outfit to go trick or treating with other classmates who are friends. They are doing in their neighborhood and the next subdivision over. Dad disapproves and tells her she will not leave the house in any costume that suggest a hooker, sexy maid, nurse, pussy cat, dominatrix, nun, cheerleader, naughty school teacher, or stripper. She has one of her artsy girlfriends spray red and white body paint on her in a striped barber pole pattern from toes to neck, then she wraps herself in many layers of cellophane and nothing else (and nothing else means just that) but red and white striped socks and red sneakers. She goes to leave and dad says oh no. She cries foul; she adhered to the costume restrictions he named, and she is going tricks or treats as a candy cane. If he were to ask you if he was right to forbid her to leave what would you say? She did not choose any costume on his black list, to keep credibility would he have to let her go even if he felt she did an end around on his black list, or should he stick to his guns even though she says he is reneging on his word?

No you don’t get to know my take on it, not that you care anyhow, so as to not taint anyone’s response as to what they would say to the dad.
