What should the police have done differently?

This video shows a woman with 5 kids in the car being pulled over, then driving off, then pulling over, then speeding away again. She led the police on a high speed chase. They were shooting at the van. There were 5 kids in the car!
I think they should have just pulled an OJ on her. Tailed her at low speed until she ran out of gas.
But would that have even been possible?
