How can I liven up my basement?

My basement is not a finished one. It’s dark, cold, and all we do is use it for laundry and storage. My birthday is coming up in March, and since I had a quinceñera for my 15th birthday, I wanted to have a normal house party for my 16th birthday. My house itself isn’t very big, so I decided to incorporate my basement. A dungeon isn’t a very intriguing place, and we don’t have the time or money to finish it.
Does anyone have any tips on how to make a basement that looks like a dungeon into a place where kids want to party?
The more frugal, the better! I have to do this all by myself.
