(Possibly NSFW) Was the police department right to post this video?

Here is a link to a story that ran on CNN. The Omaha Police Officers Association pulled this video of three adults berating a young child from someone’s Facebook page. The adults are saying nasty things to the toddler and the child seems to be responding in kind. The police say they posted it to show the “thug cycle” and how it is passed down through families. Some are think it was inappropriate to post the video. What do you think?
