How do people react when they hear someone tearing a paper?

Say you’re in a public place where it is quiet enough,(but not a library or anything) and someone tears a newspaper, let’s say, in half. Do people stop what they are doing to turn around to see who the person doing this terrible thing is,or do you find they hardly notice it at all? And if your answer is the former, why do they find it a bad thing to do?
