If Iraq descends into civil war or some extremist government takes control can we finally say ”Mission accomplished”?

With all the billions of dollars spent in the sand, and the lives lost, both Iraqi civilians and US military personal, if after all that Iraq descends into a civil war, or some government unfavorable to Washington rises up and take control, will the US finally be able to unfurl the banner on the aircraft carrier and claim ”Mission accomplished”?
