Why so many Accidents on Russian Dash Cams?

I was perusing YouTube this afternoon and found post after post of Russian Dash Cam fails. All kinds and sorts of terrible errors in distance and speed estimation. Winter Driving errors, use of incorrect lanes and, in my opinion, what appears to be rampant OMVI. I did do a check on American Dash Cam fails, and the number is a factor of huge smaller. Is driver training less stringent in Russia, or do they really get Annihilated before getting behind the wheel?
