Should this woman be much more than simply "ticketed" for driving without a license (see video)?

This is a cool story about a guy saving the woman and the baby, but the woman driving the car had no license, and what she did to cause the accident, and almost kill her year old grand daughter, was incredibly stupid. Should she be more than just “ticketed”?
