Is there any international interest in the results of off-year elections in the US?

About 2 years ago, during the US general election, I asked this question about international interest in US elections, and got a lot of interesting replies. The first (and probably most concise was this one by @zenvelo, stating that because US foreign policy affects various regions of the globe, the short answer is “Yes”.

I wonder if the same is true for our non-presidential, or off-year elections. Do these changes effect our foreign policy to the extent that it generates the same international interest?
