What would be the first steps one would have to take to get a law changed?

This has to do with the trucking industry here in B.C from Oct1,to Mar31 we are required to carry our tire chains on our transport trucks.
My thought and it has to do with very poorly privately maintained roads,during the time we are required to carry our chains, we should be able to add another 3,000kgs to our drive tires, as long as we still do not exceed our GVW meaning it would have to come off the load at the rear of the trailer and put up front.
That extra 3,000kgs would make a world of difference on icy roads.
Right now our axels are for a max load 5,500 steering,17,000 drives, 24,000 middle and 17,000 for the back end.
Moving an extra 3,000kgs to the drives would be great for winter roads.
