Popular pundits say any minor who has sexual contact or a sexual relationship either being entered willingly, by force, or guile makes the minor damaged good, as being psychologically messed up. Seeing what Dugard had to endure from age 11 until her rescue would not she qualify for being ”un-fixable”, and thus in need of lifetime state income?
