Would Michael Slager have been arrested without the video?

The shooting of Walter Scott has been a major topic in the news lately—black man shot in the back 8 times by a police officer, caught on cell phone video.
The difference between this case and a lot of the other famous police shooting cases that have made the headlines recently is that the cop was arrested right away.
Additionally, while there certainly was a “struggle”, there doesn’t seem to be any justification for shooting the man in the back without warning.
Do you think Slager could’ve gotten away with murder if the video had not been taken?
