Do Chinese people tattoo English words on their bodies?

I was noticing the large number of Chinese character tattoos (mainly on Caucasian body forms) that you see both on the internet and in real life and I was just wondering?
And, why Chinese glyphs and not Norse Runes? Is it because Runes are no longer used or because it would take more of them to say the same thing?
