What is the difference between an "attempted terrorist attack" and your basic run of the mill "terrorist attack"?

The White House said that the shootout in Garland Texas a few days ago was an attempted terrorist attack.
A couple of jihadis started shooting and injured two people before a couple of cops killed them.
What would have to have happened in order to make this a real terrorist attack, as opposed to an attempted one?
Is a particular body count required in order to make an “attempted terrorist attack” the real deal?

As an aside, is their religion relevant, or do we not talk about that?
